Is a Chinese Degree Recognised Abroad? Verification and Use

A degree earned in China is not automatically recognised when you return home or move to a third country. The document itself must first be verified and authenticated, and then an evaluation body in the destination country decides what it is equivalent to. The process has three broad steps: verification, notarisation with an apostille, and credential evaluation. Here is what each step involves, plus the two official Chinese systems that are most often confused with one another.

  • Official verification in China: degrees awarded by Chinese institutions and electronically registered can be checked on CHSI, the China Higher Education Student Information portal, where you can request an electronic registration record or an online verification report for your qualification and degree. Overseas recipients usually ask for this verifiable report before anything else.
  • What the Ministry of Education's supervision portal is for: the MOE international education supervision information website lets you check whether a foreign institution is on record with China's education authorities. It exists for people going abroad to study and cannot be used to prove a Chinese degree. The direction is easy to invert: that portal covers whether a foreign school is recognised, while CHSI covers whether a Chinese qualification is genuine. Likewise, the Chinese Service Center for Scholarly Exchange (CSCSE) evaluates foreign qualifications for use inside China, not Chinese degrees for use abroad.
  • The authentication chain: first, request an online verification report from CHSI; second, have your degree certificate, graduation certificate and transcripts notarised, with some countries also requiring a police record certificate; third, obtain an apostille. China has applied the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents since 7 November 2023, so documents destined for other contracting states need only an apostille issued by the Ministry of Foreign Affairs or an authorised local foreign affairs office, with no consular legalisation. Destinations outside the convention still follow the earlier legalisation procedure.
  • Recognition in practice: there is no global automatic equivalence. Whether a Chinese degree is accepted, and at what level, is decided by the destination country. North America generally uses specialised credential evaluation services such as WES or ECE; the UK uses UK ENIC for comparability statements; many European countries rely on their ENIC-NARIC centres; Australia, New Zealand, Japan and South Korea each have designated or professionally recognised evaluation routes. Employers, professional bodies and immigration authorities may add their own requirements, and regulated professions such as engineering, medicine and teaching usually need separate recognition.
  • Documents required: typically the original degree and graduation certificates, complete transcripts, your passport and the visa or residence permit pages covering your study period, a passport-style photo, and a consent form or application form. Notarisation generally requires identity documents and the original certificates; for the apostille you submit the notarised documents with an application form, and requirements can be checked on China's consular service website or a local foreign affairs office site. Lists vary by destination and receiving body, so work through theirs item by item.
  • Common questions: degrees from English-taught programmes carry the same weight as those from Chinese-taught ones, because evaluation looks at the institution and the certificate, not the language of instruction. For joint programmes, confirm whether the award is a Chinese or a foreign degree, since the routes differ. Qualifications earned through cross-border distance learning fall outside CSCSE's scope for use in China, though for use abroad the destination evaluator's view still applies. You can request a verification report years after graduating, as long as the qualification was electronically registered.

On timing: CHSI reports are often issued immediately or within a few working days, notarisation and the apostille each take several working days, and overseas evaluators frequently need weeks. Starting in your graduating year is far calmer than scrambling before a job offer or a visa application, and it avoids one missing document holding up the whole plan.

One detail that is easy to miss: many evaluation services want transcripts sent directly by the university or delivered in a sealed envelope, and transcripts opened by the applicant may be rejected. Request several sealed copies before you leave campus and save yourself a cross-border reissue later.

This article describes the usual route only. For specific documents, fees and time limits, follow CHSI, the notary office, the local foreign affairs office and the destination country's evaluation body. Requirements differ widely by country and by purpose, whether further study, professional licensing or immigration, so do not assume one set of papers covers every scenario.

The above is general guidance only. For specific requirements and the latest rules, please refer to official announcements.
