自 2025 年 11 月 20 日起，外国人来华前可通过中国国家移民管理局政府网站、政务服务平台、“移民局12367”APP 和微信（支付宝）小程序、手机端扫描入境卡填报码等渠道，在网上填报入境相关信息。对于不具备网上填报条件的外国人，可在抵达中国口岸出入境边防检查现场办理。

网上填报渠道：中国国家移民管理局政府网站、政务服务平台、“移民局12367”APP 和微信（支付宝）小程序、手机端扫描入境卡填报码等。官方填报网址界面为 https://s.nia.gov.cn/ArrivalCardFillingPC/ 。

免于填报的第 3 种情形：持团体签证或者符合团体免签入境。
免于填报的第 4 种情形：24 小时直接过境不离开口岸限定区域。
免于填报的第 5 种情形：乘坐邮轮入出境并随原邮轮返回。
免于填报的第 6 种情形：快捷通道入境。
免于填报的第 7 种情形：出入境交通运输工具的外国籍员工等。

网上填报的对象是入境相关信息，需要在来华前完成。抵达口岸后，旅客仍需按规定接受出入境边防检查机关查验，填报入境卡并不等同于获得入境许可，最终是否准许入境由边检机关依法作出决定。

China Arrival Card Online Filing: Channels and Exemptions

Since 20 November 2025, foreign nationals travelling to China may submit their arrival information online before departure through channels including the National Immigration Administration (NIA) website, the government service platform, the NIA 12367 app, WeChat and Alipay mini programs, and a filling code scanned on a mobile device. Foreign nationals who are unable to file online may do so on arrival at the border inspection area of a Chinese port of entry.

If you cannot file online: on arrival at the border inspection area of a Chinese port of entry you may file online by scanning a QR code with your phone or by using the smart devices on site, or you may complete a paper foreigner arrival card.
Exemption 1: holders of a People's Republic of China Foreign Permanent Resident ID Card.
Exemption 2: holders of a Mainland Travel Permit for Hong Kong and Macao Residents (non-Chinese citizens).
Exemption 3: holders of a group visa, or those entering under a group visa-free arrangement.
Exemption 4: passengers in 24-hour direct transit who do not leave the restricted area of the port.
Exemption 5: passengers entering and leaving by cruise ship and returning on the same ship.
Exemption 6: those entering through the fast channel.
Exemption 7: foreign crew members of inbound and outbound transport vehicles, among others.

The filing covers arrival-related information and should be completed before travelling to China. On arrival, travellers are still subject to inspection by the border inspection authorities, and submitting an arrival card does not itself grant permission to enter — the final decision rests with those authorities in accordance with the law.
