海南是全国唯一在全省范围实施入境免签的地区。61个国家人员持普通护照，以旅游、商贸、探亲等短期事由可免签入境，停留不超过30天，但活动范围限于海南省行政区域内。

- 是否需要旅行社：不需要。政策面向持普通护照的个人，不要求组团，也不要求由旅行社接待；这与邮轮团、东盟国家旅游团、港澳地区外国旅游团入境免签要求团进团出不同。
- 入境口岸：海南省所有对外开放口岸，包括海口、三亚等空港口岸和海港口岸。
- 活动范围与离境：活动范围仅限海南省行政区域，不能凭这项政策前往内地其他省区；须在停留期限内从海南的对外开放口岸出境，超期停留按逾期居留处理。
一个常见误解是“从海南落地就能去内地”。这项政策是区域性免签，不是全国免签：在海南省内活动没有问题，如果行程还包括北京、上海、广州等地，要么出发前办妥签证，要么确认自己符合240小时过境免签等其他政策。
入境时边检可能要求出示离境机票和住宿证明，建议提前打印或截图。住宿登记方面，住酒店由酒店代办；住亲友家、民宿或公寓，需按规定自行办理住宿登记。

Hainan Visa-Free Entry: Eligible Countries, Length of Stay and Where You Can Travel
Hainan is the only province in China where visa-free entry applies across the whole territory. Nationals of 61 countries holding ordinary passports may enter without a visa for tourism, business, family visits and similar short-term purposes for up to 30 days, but travel is confined to Hainan Province.
- Eligible countries: 61 in total, including Russia, the United Kingdom, France, Germany, the United States, Canada, Australia, New Zealand, Japan, South Korea, Singapore, Malaysia, Thailand and the United Arab Emirates. Check the National Immigration Administration for the full list.
- Length of stay: no more than 30 days, counted from 00:00 on the day after entry.
- Permitted purposes: tourism, business, visits, family visits, medical treatment, exhibitions and sports events all qualify. Work and study do not, and require the appropriate visa before you travel.
- Travel agency required: no. The scheme applies to individual ordinary passport holders and does not require a tour group or a receiving travel agency. This is different from the cruise, ASEAN tour group and Hong Kong or Macao tour group schemes, which require group entry and group exit.
- Ports of entry and exit: any open port in Hainan Province, including the airports at Haikou and Sanya and the province's seaports.
- Area of travel and departure: you may travel only within Hainan Province and cannot use this scheme to continue to other provinces. You must leave Hainan through an open port before your permitted stay ends; overstaying is treated as illegal residence.
A common misunderstanding is that landing in Hainan lets you travel anywhere in China. This is a regional scheme, not a nationwide one. Moving around Hainan is fine, but if your trip also includes Beijing, Shanghai or Guangzhou, either obtain a visa before departure or confirm that you qualify under another policy such as 240-hour visa-free transit.
Border officers may ask for your onward ticket and proof of accommodation, so keep them printed or saved on your phone. As for accommodation registration, hotels handle it for you; if you stay with friends, in a homestay or in an apartment, you need to complete the registration yourself as required.
