China Entry Requirements for Foreign Nationals: What You Need

Foreign nationals entering China normally need a valid passport and a Chinese visa (unless a visa-free or visa-free transit policy applies), and must complete the arrival card as required at the port of entry. Anyone staying somewhere other than a hotel must also register their accommodation. This guide sets out the main steps before and after arrival.

  • Valid passport and visa: You need a valid passport. Unless a unilateral visa-free arrangement, visa-free transit or another exemption applies, you should obtain a Chinese visa before travelling. The visa category, validity and permitted duration of stay are determined by the visa actually issued.
  • Arrival card: Since 20 November 2025, the National Immigration Administration (NIA) has implemented online arrival-card filing for foreign nationals at all ports of entry across China. Before travelling, you can file online through the NIA government website service platform, the 'NIA 12367' app and its WeChat/Alipay mini-programs, or by scanning the arrival-card QR code on your phone.
  • If you cannot file online: You may scan a QR code or use the on-site smart devices at the border inspection area of the Chinese port of entry, or fill in a paper foreigner arrival card.
  • Seven cases exempt from the arrival card: holders of a Foreign Permanent Resident ID Card of the People's Republic of China; holders of a Mainland Travel Permit for Hong Kong and Macao Residents (non-Chinese citizens); holders of group visas or persons entering under group visa-free arrangements; 24-hour direct transit passengers who do not leave the restricted area of the port; cruise passengers who enter and leave with the same cruise ship; persons entering through the fast channel; and foreign crew members of inbound and outbound transport vehicles.
  • Accommodation registration: Under Article 39 of the Exit and Entry Administration Law of the People's Republic of China, foreigners residing or staying in a place other than a hotel shall, within 24 hours of moving in, register with the public security authority at the place of residence, either in person or through the person providing accommodation. If you rent or stay in someone else's home, the host handles the registration; if you stay in your own property, or have previously registered through the NIA government service platform, you may register yourself.
  • How to register: You can register online or in person at a local police station; both methods have the same legal effect. If the online registration fails, you should go to the police station in person. If you stay in a hotel, the hotel front desk usually completes the registration for you.
  • Customs declaration: Each inbound traveller may carry no more than CNY 20,000 in cash per entry; if you carry foreign currency in cash exceeding the equivalent of USD 5,000, you must declare it to customs. If you carry goods requiring declaration, use the red channel and complete the declaration form truthfully.
  • Health declaration: The General Administration of Customs decided that from 00:00 on 1 November 2023, inbound and outbound travellers are exempt from filling in the health declaration card. If you have symptoms such as fever or cough, you should proactively declare them to the customs health quarantine authority.
  • Duration of stay: You should stay within the period permitted by your visa or by the applicable visa-free policy. If you need to stay longer, apply in advance to the exit-entry administration of the public security authority for an extension.

These steps vary depending on your nationality, visa category and port of entry. Before travelling, check the latest information published by the National Immigration Administration, the Consular Department of the Ministry of Foreign Affairs and the Chinese embassy or consulate in your country, to confirm whether a visa-free or visa-free transit policy applies to you and at which port and in which form you need to file the arrival card.

At entry, border inspection officers check your passport, visa or visa-free eligibility and your travel details. Make sure your documents are valid and that the details match your identity; invalid documents, or a visa that does not match your details, may affect your entry.

The above is general guidance only. For specific requirements and the latest rules, please refer to official announcements.
