China Customs Declaration: What to Declare and What Is Prohibited
When entering China, travellers need to understand which items must be declared to customs, which goods are prohibited or restricted, and the rules on cash, duty-free allowances and personal medicines.
- Filling in the declaration form: travellers who are not carrying any item that must be declared do not need to complete the Customs Declaration Form for Incoming and Outgoing Passengers and may use the "Nothing to Declare" channel (the green channel). Travellers carrying items that must be declared should use the "Goods to Declare" channel (the red channel) and submit the declaration form at the declaration counter, truthfully declaring the luggage and articles they carry. The list of items that must be declared is set out in GACC Announcement No. 72 of 2007.
- Cash limits: travellers may carry no more than RMB 20,000 in renminbi per person per entry or exit; incoming travellers carrying foreign currency in cash exceeding the equivalent of USD 5,000 must declare it to customs.
- Duty-free allowance: for incoming resident travellers, personal-use articles obtained abroad with a total value of RMB 5,000 or less (inclusive) are released duty-free by customs; for non-resident travellers, personal-use articles to be left in China with a total value of RMB 2,000 or less (inclusive) are released duty-free. Tobacco products, alcoholic beverages and goods that are subject to duty under state regulations are handled under separate rules.
- Prohibited items for entry: under the Table of Prohibited Articles, prohibited items include all kinds of weapons, imitation weapons, ammunition and explosives; counterfeit currency and counterfeit securities; strong poisons; opium, morphine, heroin, cannabis and other addictive narcotics and psychotropic drugs; animals, plants and their products carrying dangerous pathogens, pests or other harmful organisms; and food, medicines or other articles that endanger human or animal health, come from epidemic areas, or may spread disease.
- Restricted items for entry: under the Table of Restricted Articles, restricted items include radio transmitters and receivers and secure communication devices; tobacco and alcohol; endangered and precious animals and plants (including specimens) and their seeds and propagating materials; national currency; and other articles restricted by customs. Restricted entry or exit means a licence is required or the quantity must remain within a certain range.
- Medicines: small quantities of medicines carried by travellers for personal use are limited to a reasonable quantity for personal use and remain subject to customs supervision. Where treatment of an illness requires it, a person may carry narcotic drugs and Class I psychotropic drugs within the maximum amount of a single prescription on the strength of a medical diagnosis certificate issued by a medical institution and personal identification, and customs will release them on the principle of personal use and reasonable quantity.
Unaccompanied baggage: luggage and articles shipped separately should be declared to customs at the time of entry and, after customs approval, brought in within six months (inclusive) from the date of the traveller's entry. When customs handles the release formalities, it will calculate the articles together with the luggage already released.
Clearance tips: travellers should truthfully declare the articles they carry and are responsible for the accuracy of the declaration. When carrying cash, medicines or high-value personal articles, preparing the relevant supporting documents in advance can reduce waiting time at the port. The customs service hotline is 12360, where specific release requirements can be queried.
The above is general guidance only. For specific requirements and the latest rules, please refer to official announcements.
