Accommodation Registration in China: Online Filing and Homestays
Foreigners staying anywhere other than a hotel in China, such as a homestay, a friend's home or a rented apartment, must complete accommodation registration within 24 hours of moving in. Since 21 September 2026 the National Immigration Administration has rolled out online filing nationwide, so a trip to the local police station is no longer the only option. This guide explains who must register, how hotels differ from other accommodation, how to file online, what you need, and what happens if you don't.
- Legal basis: Article 39 of the Exit and Entry Administration Law of the People's Republic of China provides that where a foreigner stays at a hotel, the hotel shall handle the accommodation registration in accordance with the rules on public security administration of the hotel industry and report the information to the local public security authority; where a foreigner lives or stays at any other place, the foreigner or the host shall, within 24 hours of moving in, register with the public security authority of the place of residence.
- Hotels versus everything else: at a hotel, the hotel registers you and reports the information, so you do not need to do anything yourself. At any other place, such as a homestay, short-term rental, a friend's home, a rented flat or your own property, you or your host must register within 24 hours.
- Online channels: you can register online through the National Immigration Administration government service website, the “NIA 12367” app, or the “NIA 12367” WeChat and Alipay mini programs. The offline channel of registering in person at the public security authority where you live remains available, and online registration has the same legal effect as registering in person.
- Deadline: for accommodation other than a hotel, registration must be completed within 24 hours of moving in.
- What you need: registration uses your valid passport or other international travel document as proof of identity. When filing online you provide your passport details and your residential address; if a host files on your behalf, information about the host and the premises is also required. If online filing does not go through, register in person at the local police station. Specific requirements are subject to what the local public security authority publishes.
- Consequences of not registering: Article 76 of the Exit and Entry Administration Law provides that a foreigner who lives or stays at a place other than a hotel without registering under Article 39(2) shall be given a warning and may be fined up to 2,000 yuan.
Who can file online themselves: foreigners staying at their own property, or who have previously registered through the National Immigration Administration government service platform, can file on their own. If you rent or borrow someone else's home, the host files on your behalf. Schools enrolling international students and organisations hosting foreigners may also register as the host.
Homestays, short-term rentals and staying with friends: these are treated as “accommodation other than a hotel” and still require registration within 24 hours. Ask the landlord or your host to help you file through the online channels above or at the local police station. Where a property is already managed under hotel-industry public security rules, the operator handles the registration.
Two reminders: accommodation registration is a legal duty after entry and is unrelated to your visa type, and you should register again if you change address. Requirements for supporting documents can vary slightly between police stations, so it is worth confirming with the police station covering your accommodation before you arrive.
The above is general guidance only. For specific requirements and the latest rules, please refer to official announcements.
