Layovers in China: Do You Need a Transit Visa and Can You Leave the Airport?
Many travellers heading to a third country connect through China. Whether you need a transit visa, whether you can leave the airport, whether you must re-check your bags and how much time to allow all depend on whether your ticket is a through ticket and how the connecting airport is set up. This guide walks through each point using published information from the National Immigration Administration, the civil aviation authority and airports.
- Who qualifies for visa-free transit: the 24-hour visa-free transit policy applies to nationals of all countries at all open ports in China, provided you hold a valid international travel document and an onward international flight, ship or train ticket with a confirmed seat, stay in China for no more than 24 hours and do not leave the restricted area of the port. The 240-hour visa-free transit policy currently applies to nationals of 57 countries, who may enter through any of 65 open ports in 24 provinces, autonomous regions and municipalities, holding an ordinary passport and an onward ticket with a confirmed seat and departure date, and stay for no more than 10 days.
- Connecting at different airports: passengers on a through ticket (a single ticket number) usually follow the airport's transit signs and normally do not need to collect their bags. Passengers on separate tickets must collect their baggage during the connection and check in and go through security again. If the two flights use different terminals, ask at the transfer desk and take the airport's inter-terminal shuttle bus.
- Whether bags are checked through: this depends on whether the ticket is a through ticket and whether the airlines involved have a baggage interlining agreement. Separate tickets are carried independently by each segment, so bags normally have to be collected and re-checked at the connecting point. It is worth confirming at the departure airport whether your bags can be checked through to the final destination.
- How much time to allow: minimum connecting times differ by airport and terminal. At Shanghai Pudong International Airport, for example, the published minimum connecting time is about 75 minutes for international-to-domestic and international-to-international transfers within the same terminal, and about 90 minutes when changing terminals. First-time transfer passengers, those who must collect bags, or those changing terminals should allow more, and at least three hours is a sensible buffer.
- Whether you can leave the airport: travellers using the 24-hour visa-free transit policy may not leave the restricted area of the port; if you genuinely need to leave, you must first apply to the port's exit-entry border inspection authority for temporary entry procedures, and temporary entry is limited to no more than 15 days. Travellers using the 240-hour visa-free transit policy may engage in tourism, business, visits and family reunions within the permitted areas; work, study and news reporting still require prior approval and the appropriate visa.
- If you miss your connection: with separate tickets, each segment is independent, and rebooking, refunds and costs are handled by you and the relevant airline under its general conditions of carriage; with a through ticket, the carrier's general conditions of carriage apply. Keep your itinerary, boarding passes and other documents, and contact the airline or the airport transfer desk as soon as you see that the connection will not work.
Before you fly, confirm four things: whether your ticket is a through ticket (a single ticket number), whether your bags can be checked through to your final destination, whether the terminal at the connecting airport has changed, and whether you need a transit visa. Factor the connecting time between the two flights into your plans, and if you need to change terminals, allow extra time for the shuttle and security.
A note on regional visa-free entry: beyond visa-free transit, China also operates regional visa-free entry policies. For example, nationals of 61 countries may enter Hainan without a visa for stays of no more than 30 days; foreign tour groups arriving by cruise ship may enter visa-free for no more than 15 days; and tour groups from ASEAN countries may enter Xishuangbanna in Yunnan or Guilin in Guangxi visa-free for no more than 6 days. The eligible nationalities, ports and permitted areas differ by policy, so check the National Immigration Administration's latest announcements before travelling.
Two reminders: visa-free transit is not the same as visa-free entry, and leaving the restricted area or overstaying can be treated as illegal residence, so plan your trip strictly within the time and area allowed by your ticket and entry permission. This article is general guidance only; for specific policies, ports and connecting times, refer to the latest official information from the National Immigration Administration, the civil aviation authority and the airports.
