International Student Housing in China: On-Campus Dorms vs Off-Campus Renting

Where to live during your studies in China is one of the first questions most students face. Chinese universities generally provide on-campus dormitories for international students, and students may also rent off campus provided they meet the school's requirements. The two options differ considerably in cost, procedures and day-to-day convenience, so it is best to understand the rules before deciding.

  • Dormitory types and costs: universities generally operate dormitory buildings for international students, commonly with twin rooms and also single or shared rooms. Official documents have set a range for accommodation fees for self-funded international students in China: for a twin international student dormitory room without private bathroom facilities, telephone or television, the accommodation fee standard is 12 to 32 yuan per bed per day; occupying a room alone is charged at the rate of two beds; where room facilities are added and accommodation conditions improved, the fee may be raised appropriately, but by no more than 2.5 times the above standard for ordinary international student dormitories. Each school sets its own actual standard within the prescribed range, so the school's published figures prevail.
  • Off-campus rental prices: off-campus rents vary widely by city and location, and first-tier cities are usually noticeably more expensive than others. Renting generally requires a written contract and a deposit, plus separate costs for water, electricity, gas, internet and property management, so clarify these before signing.
  • Contracts and registration: under Article 24 of the Measures for the Administration of the Recruitment and Training of International Students (Order No. 42 of the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security), international students living outside school dormitories must promptly register with the public security authority at their place of residence. Before renting, talk to the school's international student office to confirm whether off-campus accommodation is permitted and what procedures are required.
  • Utilities and internet: how water, electricity and internet are handled in on-campus dormitories varies by school; some are included in the accommodation fee, while others require separate top-ups or payments. In off-campus rentals, water, electricity, gas and broadband costs are usually borne by the tenant, so ask about metering and payment methods before signing.
  • Safety and access control: on-campus dormitories generally have access control, visitor registration and duty management, offering a higher level of safety and easier access to school activities. Off-campus residents are personally responsible for their schedule and safety, so choose a legitimate residential compound and pay attention to fire and electrical safety.
  • Recommendations: for your first semester, consider living in an on-campus dormitory first, then think about renting off campus after you are familiar with the environment and have arranged your documents, bank card and mobile phone number. Whether you live on or off campus, complete your accommodation registration on time and keep your contract and payment receipts.

Fees and refunds: under Article 14 of Order No. 42, higher education institutions follow relevant national rules for the fee items and standards charged to international students, and must publish those items, standards and the refund rules for withdrawal or transfer; fees and refunds are denominated in RMB. Before paying, confirm the refund rules with your school to avoid disputes if you withdraw or transfer.

Other related requirements: after enrolment, international students must obtain insurance as required by the school (Article 40 of Order No. 42 establishes a system of universal insurance for international students, and failure to obtain insurance as required may affect admission or registration). Those holding a study visa marked as requiring a residence permit must apply for one with the exit-entry administration of the public security authority within 30 days of entry. Students living off campus should also make sure their accommodation registration details match their residence permit.

Frequently asked questions: must I live in an on-campus dormitory? Not necessarily, but living off campus should meet the school's requirements, and you must register promptly with the local public security authority. How are accommodation fees paid? On-campus fees are usually charged by semester or academic year; follow your school's notice. Can I find a place myself? Yes, but consult the school's international student office first so that contract or registration issues do not affect your residence formalities.

The above is general guidance only. For specific requirements and the latest rules, please refer to official announcements.
