NIA: Online Registration for Foreigners' Accommodation Outside Hotels Now Available Nationwide

Starting September 21, 2026, the National Immigration Administration (NIA) is rolling out online registration nationwide for foreigners staying outside hotels. Foreign nationals or their hosts can complete the registration online, while the in-person channel at local public security authorities remains available. Both methods carry equal legal effect.

Legal basis: Article 39 of the Exit and Entry Administration Law of the People's Republic of China provides that where foreigners stay at hotels in China, the hotel shall register them in accordance with the relevant regulations on public security administration of the hotel industry and report the registration information to the local public security authority. Where foreigners reside or stay at places other than hotels, the foreigners themselves or their hosts shall, within 24 hours after check-in, register with the public security authority of the place of residence.
Effective date: Drawing on earlier pilot programs, the NIA has decided to roll out online registration for foreigners' accommodation outside hotels nationwide starting September 21, 2026.
Channels: Foreigners themselves or their hosts may complete the registration online via the NIA government service website, the "NIA 12367" app, or the "NIA 12367" WeChat or Alipay mini programs.
Offline channel retained: The offline channel for registering in person with the local public security authority remains available.
Equal effect: Online registration carries the same legal effect as registering in person at a public security authority.
