NIA: New Registration Measures for Exit-Entry Intermediary Services Take Effect
On 14 September 2026 the National Immigration Administration (NIA) and the State Administration for Market Regulation issued Announcement No. 6 of 2026, publishing the Measures for the Administration of Registration of Institutions and Personnel Providing Exit-Entry Intermediary Services. Under the measures, institutions and personnel that are commissioned by exit-entry travellers to provide policy advice, document handling and procedural assistance for travel, business, study, work and settlement, and that charge a fee for those services, are subject to a registration system. The measures took effect on 15 September 2026.
- Publication and effect: Announcement No. 6 of 2026 was issued by the National Immigration Administration and the State Administration for Market Regulation on 14 September 2026. The Measures for the Administration of Registration of Institutions and Personnel Providing Exit-Entry Intermediary Services took effect on 15 September 2026.
- Scope: Exit-entry intermediary services are defined as services provided at the request of exit-entry travellers — policy advice, document handling and procedural assistance for travel, business, study, work and settlement — for which a fee is charged as agreed.
- Who must register: Institutions providing exit-entry intermediary services must register with the exit-entry administration of the public security organ at or above the county level in the place where they are located. Institutions that set up branches in other areas must register separately in each location. The legal representative or person in charge, management personnel and staff who directly provide intermediary services to exit-entry travellers must be registered by their employer.
- Deadlines: An institution must complete registration within 15 days of its establishment. Institutions already providing exit-entry intermediary services before the Regulations of the State Council on Exit and Entry Administration took effect must register within 90 days of that date. An existing institution that later decides to provide such services must register within 15 days of starting the business.
- Documents required: the institution registration form; the personnel registration form together with identity documents and proof of employment relations; a declaration of no relevant criminal record for the legal representative or person in charge and for staff who directly serve exit-entry travellers; proof of ownership or a lease contract for the main business premises; a detailed description or self-assessment report on internal systems for personnel management, training, record keeping, data security and compliance; and the text of a cooperation agreement or a valid letter of intent with a relevant overseas service institution, together with a statement on the cooperation.
- Processing time: Where the documents are complete and meet the requirements, the exit-entry administration of the public security organ must complete the registration and issue a registration certificate within five working days. If the documents are incomplete or do not meet requirements, the authority must inform the applicant of everything that needs to be supplemented in one go; the institution must supplement the materials within 15 days of being notified, and failure to do so without justification is treated as abandoning that application.
- Changes and cancellation: A registered institution must apply to update its registration within 15 days of any change to its name, main business premises, registered personnel, business scope, cooperation with overseas institutions, or its contact person, telephone number, email address, website or other media accounts. Registration must be cancelled and the certificate returned where the institution stops providing the services at its own request, or where it dissolves, is declared bankrupt, ceases business or has its business licence revoked.
- Publication and supervision: The National Immigration Administration has established a unified national platform that publishes information on registered institutions and personnel. Public security exit-entry authorities must make the list of required documents and service guides public, and supervise providers through routine inspections, random checks and verification of reports, working with market regulation and other competent departments in a joint supervision system.
- Legal liability: Institutions and personnel that breach registration management or operating obligations are subject to administrative penalties under Articles 12 and 13 of the Regulations of the State Council on Exit and Entry Administration; conduct constituting a crime is prosecuted under criminal law.
The announcement was published together with six annexes: the institution registration information form, the personnel registration information form, the declaration of no relevant criminal record, the registration certificate, the registration change form and the registration cancellation notice.
The measures also require providers to standardise service-process management, keep service ledgers and client files, faithfully record the client, the service provided and the outcome, properly keep contracts, personal information and financial vouchers, and cooperate with supervision by the competent authorities.
The above is a summary of key points only. Please refer to the official announcement for the authoritative version.
